What Bedrock does with this

Each skin in the pack carries its own cape, so picking the skin equips the cape with it.
Open the .mcpack on the device running Minecraft; the skins land under Profile → Classic Skins.
These are personal packs. They show to you in game, not to other players on a server, and they do not work on Java.
