Open the downloaded .mcpack on the device running Minecraft — Bedrock imports it automatically.
The skins appear under Profile → Classic Skins, in a section named after your pack.
Re-importing an edited pack needs a fresh download from here; each build gets new UUIDs so Minecraft treats it as a new pack rather than keeping the old copy.

The pack is assembled in your browser with JSZip. Nothing is uploaded, and usernames are only used to fetch the public skin texture.
